Badfish Creek Watershed

Details

The Badfish Creek Watershed, located in Rock and Dane Counties, is approximately 53,894 acres in size and consists of 79 miles of streams and rivers, 218 acres of lakes and 3800 acres of wetlands. The watershed is dominated by agriculture (67%) and is ranked medium for nonpoint source issues affecting streams and is ranked high for nonpoint source issues affecting groundwater, based on WDNR groundwater susceptibility mapping. Badfish Creek has the dubious distinction of being one of the top watersheds in Rock County for soil loss, which is estimated at 9 tons/acre/year. Soil loss in the Dane County portion is more difficult to determine, but is estimated to be 8.3 tons/acre/year. The Madison Metropolitan Sewerage District has an ongoing monitoring program to track water quality in Badfish Creek. MMSD conducts biotic index monitoring of Badfish Creek tributaries semi annually since 1983 and periodically conducts biotic index monitoring in selected tributaries to Badfish Creek (MMSD).

Population, Land Use

The Badfish Creek Watershed lies in south central Dane County and in the northwest corner of Rock County and encompasses 85.5 square miles. The village of Oregon is the largest community (7,514 in 2000) in this rural watershed. The village's growth of 30.5% from 1995-2000, is rapidly changing the area's rural character to a suburban community. As the village and towns of this watershed continue to grow, stormwater management and construction site erosion control have become more important. For example, increased stormwater flows have caused flooding problems in part of the village. A few municipalities are located within this basin, with a portion of the city of Fitchburg, the towns of Oregon and Rutland, and the village of Oregon. Wastewater from the city of Madison, treated by the Madison Metropolitan Sewerage District (MMSD), affects the watershed's water quantity and quality via discharges through an effluent ditch that joins the Oregon Branch of Badfish Creek. Wetlands in this watershed include Grass Lake, Island Lake, and Hook Lake.

Nonpoint and Point Sources

Madison Metropolitan Sewerage District (MMSD)serves the entire Madison metropolitan region with its direct discharge and pretreatment programs. The district's operations have undergone nine substantial upgrades, the ninth addition, which includes a new ultraviolet disinfection system and biological phosphorus removal, was completed in 1997. A 1996 inspection found MMSD in substantial compliance with its permit. The plant has a design load of 50 million gallons per day (mgd). In 1993 Verona was annexed into MMSD; the Verona wastewater treatment plant was operated by MMSD from January 1995 through July 1996, when connection of Verona's flow to the Nine Springs Wastewater Treatment Plant was completed. Beginning in the summer of 1998, MMSD will return a volume of effluent to Badger Mill Creek that is equal to the volume of wastewater pumped out of the Sugar River Basin and treated at the Nine Springs Wastewater Treatment Plant. MMSD has worked with WDNR and other stakeholders to develop a mutually agreeable plan for managing this effluent return program (MMSD). The plant currently discharges to an effluent ditch via an underground pipe from the Nine Springs plant about five miles away, at an average rate of 36-37 mgd.

Ecological Landscapes for Badfish Creek Watershed

Ecological Landscapes

The Southeast Glacial Plains Ecological Landscape makes up the bulk of the non-coastal land area in southeast Wisconsin. This Ecological Landscape is made up of glacial till plains and moraines. Most of this Ecological Landscape is composed of glacial materials deposited during the Wisconsin Ice Age, but the southwest portion consists of older, pre-Wisconsin till with a more dissected topography. Soils are lime-rich tills overlain in most areas by a silt-loam loess cap. Agricultural and residential interests throughout the landscape have significantly altered the historical vegetation. Most of the rare natural communities that remain are associated with large moraines or in areas where the Niagara Escarpment occurs close to the surface. Historically, vegetation in the Southeast Glacial Plains consisted of a mix of prairie, oak forests and savanna, and maple-basswood forests. Wet-mesic prairies, southern sedge meadows, emergent marshes, and calcareous fens were found in lower portions of the Landscape. End moraines and drumlins supported savannas and forests. Agricultural and urban land use practices have drastically changed the land cover of the Southeast Glacial Plains since Euro-American settlement. The current vegetation is primarily agricultural cropland. Remaining forests occupy only about 10% of the land area and consist of maple-basswood, lowland hardwoods, and oak. No large mesic forests exist today except on the Kettle Interlobate Moraine which has topography too rugged for agriculture. Some existing forest patches that were formerly savannas have succeeded to hardwood forest due to fire suppression.

Rock River Coalition, Inc: Knotweed Eradication-Badfish Creek: The Rock River Coalition (RRC) proposes control of a population of Japanese Knotweed which occupies the bank of Badfish Creek at the Riley Road bridge crossing in Rock County. The Friends of Badfish Creek, a chapter of the RRC, will do the work of purchasing all the initial supplies, precisely delineating the boundaries of the clones, knocking down the old stalks, and doing herbicide treatments, all with the help of many volunteers. An educational program will be presented, and educational signs will be posted at the site. The overall goal of this project is complete eradication of this species in and around the existing clones, which are mapped in the application.

The deliverable for this grant will be a final report summarizing the work that was completed, dates of work, prompt treatment records for the permitted herbicide application, hours of volunteer time, turn-out at the educational program presented, and observed and photographed results of the control work. The report should include a concise set of photographs, including pre- and post- treatment shots, documentation of the work in progress and the restored condition. The report should also include a detailed map of the initial clones and the final area of knotweed population, if any.

City Of Middleton: Lmi-Pheasant Branch Watershed - In Lake Mendota Priority Watersh: The City of Middleton will contract with the U.S. Geological Survey to monitor and model the surface and groundwater flow within a portion of the Pheasant Branch watershed to locate effective combination of storm water treatment and control sites within the North Fork to mitigate the impacts of urbanization on the quality and quantity of water reaching Lake Mendota. Activities of the project include developing a surface and groundwater model based on existing data, collecting various field data for model inputs (including monitoring precipitation and flow discharge) refine the model and calibrate it to field measurements, calculate present and future pollution loads, and conduct analyses to accomplish the project objectives. Rock-Koshkonong Lake District: Res-Lake Koshkonong/Mud Lake Wetland Restoration: The Rock Koshkonong Lake District will use dredge spoils from a nearby location on the lake to re-create an eroded barrier of land that protects the Mud Lake wetland from the main lake\2019s wave action, arm the barrier with riprap, and re-create a wetland behind the barrier. This restored wetland is the subject of the grant, as well as the Mud Lake wetland complex which is being protected. Another facet of protecting the Mud Lake wetland from carp congregating there, the District will also build a navigation-friendly carp barrier between the lake and the wetland. In the spring, without such a barrier, carp migrate in great numbers into Mud Lake, creating disturbance to aquatic plants and displacing other fish spawning.

Village Of Mazomanie: Lmi-Lake Marion Family Recreational Fishery: The Village of Mazomanie will complete a large, multi-faceted lake restoration project on Lake Marion by installing an access sign at the boat landing, installing an aeration system, stocking fish, placing habitat structures on the bed, and reconfiguring and restoring large lengths of shoreline consistent with department recommendations. The boat landing access sign will explicitly reflect the Village ordinance allowing non-motorized boat use of the lake. Current steep shorelines will be graded to provide a healthy diversity of habitat, dead trees will be introduced and anchored to shore, and trees, shrubs and understory natives will be planted. Monitoring & Projects

Monitoring Studies

MMSD has 130 acres of sludge lagoons in the watershed. From the 1940s through the 1970s solids from the treatment plant were sent to these lagoons. In 1979 MMSD initiated a sludge recycling program "Metrogro" through landspreading on adjacent farm fields. In the early 1980s, MMSD found PCB concentrations greater than 50 parts per million (ppm), which exceeds landspreading standards. Sludge from the plant no longer exceeds this limit. In 1993, the level of PCBs in the contaminated lagoons was approximately 170 ppm. Sludge containing PCBs above 50 ppm is stored in a segregated portion of the sludge lagoons. MMSD continues to removed sludge with low PCBs with the goal of emptying the low PCB areas of the lagoons. In about 1990, the sludge lagoons were placed on the U.S. Environmental Protection Agency's Superfund site list; the site is a low priority to USEPA and WDNR because tests indicate the PCBs are not moving off site. MMSD has established an advisory committee to remediate the PCBs. Management alternatives such as removal, stabilization onsite, incineration, etc. are being considered. In the past, it was envisioned the lagoons would be restored to their original wetland status. Prior to turning the lagoons into a bird sanctuary, PCB exposure to wildlife should be considered (DCRPC, 1990). MMSD managed high flows during the heavy precipitation of spring and summer of 1993 and summer of 1996 through overflow to Nine Springs Creek. Overflow to Nine Springs Creek is under negotiation with WDNR through the Upper Sugar River Initiative.

Badfish Creek WatershedWatershed History Note

The Village of Oregon is located within the Badfish Creek Watershed in Dane County. Oregon was settled in 1841 by Bartlet Runey. Initially, the village was known as "Rome Corners", and there is a road south of the village which still bears that name. When the Chicago and North Western Transportation Company came though the village in 1864, the maps indicated a name of "Oregon", and the name was adopted. Many of Oregon's historical buildings still stand in the downtown district. Some of these include the Netherwood Block on the south, the Badger Cycle Company building and original water tower on the southeast (on Janesville Street), and numerous businesses lining the west side of North and South Main Street. The Red Brick School, one of the more distinguishable structures in the village, built in 1922 as the high school, stands north of downtown. It was recently restored and now serves as business offices.
